His brother looks properly half asian. I'd say they're both around 40%, their mother probably has some spanish in her but she looks mostly asian to me.

Well due to the strong Spanish settlements in the Philipines there are many Filipinos who are more spanish than native islander. So that may be what he's talking about.

His Mother, whom I've seen on tv recently looks to be like most people from the Philippines and that is a mixture of different ethnic background (Chinese, Malay, and Spanish) but I don't how that would end up making Enrique ONLY 1/4 Filipino and 3/4ths Spanish as you contend.

Spaniards are not white? Met a lot of Spaniards (from Spain) in my life. All of them are pretty white to me. Spain is just like other Mediterranean European countries, some people there are swarthy, some people are not.
