The dude tattooed his scalp to make it appear that his follicles are thick. He uses the same system as Travolta now which is a combination of a hairpiece that is integrated with what very little natural hair he has along with Topix2000 or some other powder solution that integrates the look of thickness that's why his hair looks powdery when he's on TV.
Both Charlie Sheen and Jon Cryer used it on 2.5 Men a lot!

But you can understand why someone in the public eye needs to live up to the stereotype and thus go down the transplant and toupee routes

Yeah I know right. He never went bald at all. He simply got sick of the long hair and had it cut off after Blossom. Looks like he likes it even better with it all shaved off. And who the heck is Daniel Lawrence? Joe's younger brothers are Matt and Andy.

It's not just that dude's going bald. He wears the gaudy clothing to distract from his head. You'll see this a lot in bald guys. They grow out a douchey beard & wear flashy jewelry to give themselves the young/edgy look. It's kind of sad, IMHO.
Joey actually deserves credit for working out. Looks like he's really in shape. He's probably doing it to compensate for the dome. Still, it took a lot of hard work on his part & that's admirable.
I hate it when white folk wallow in self-pity for not being "cool" like minorities. But I have to admit guys like Common, Samuel L Jackson & DB Woodside can pull off bald. OTOH, Jason Statham is pretty sharp.
I won't sugarcoat it for balding guys & spout some BS about women thinking bal16d0d is sexy. It's a flaw, albeit one that can be overcome & even embraced once you get to know a woman.
Also, the disadvantage can be nullified before you meet a woman. Just read a few good books on style. Learn how to dress in a TASTEFUL manner. None of this gay pirate garbage. Women want good social skills even more than good genes. And dressing is a social skill. I'm amazed at how many men leave this advantage on the table.

The guy's hair is almost gone on top. It's super thin and he's wearing a toupee in his new show. The episodes of him with the "buzz cut" (and the spray on hair) are from the first batch of shows they produced (Season 1A). The toupee is from the second batch (Season 1B). It is very much a toupee.
He can't help his genes. Lots of leading men wear or have worn a piece - Hugh Laurie, Ted Danson, William Shatner, Burt Reynolds. It's nothing to be ashamed of. Jory tried to do the bald thing. It wasn't a great look on him, so now he wears a hairpiece. Big deal.

That scar is old. He's wearing a toupee now and it doesn't look anything like his actual hair. He needs to spend the dough and get one that looks the same thickness was his hair was six or seven years ago when he wore it short and it was super wavy. This just looks fake. I'm thinking he wants the show to foot the bill and the won't because really good hairpieces cost a lot.
Oh, what now? I'm in shock. Look, I've got a blanket! ~ Sherlock

He had transplants. There's an episode of Melissa and Joey where you can see the horizontal scar on the back of his head where they took the donor hair.
