I've basically grown up with Shania through my Mum, but it's always been "Come on Over" and "Up!". I always thought those albums were OK, but basically good singles only. I know even the filler songs since I've heard both albums so many times, but I still find them to be filler songs.
So, not long ago I purchased "The Woman in Me" and was really surprised how much better I found it. She had some good songs after that of course, but "The Woman in Me" is my personal pick

I love all of her albums but Come On Over and Up! are the best! Just my opinion

It's a really good album. I think I like it slightly more than Come On Over because it is more country.
