I wouldn't call the woman's hair frizzy or nappy although it is slightly curvy. I will admit that her hair resembles the hair shown for Julia Ann indicating her videos as a Vivid contract girl on her personal website so I can be reasonably certain it is her if not know from which video.

Here's some info about this Tropic of Passion DVD. It's a compilation DVD from Vivid produced in 2001. Consequently, it would have scenes from that time and years before that. The scene in question is found at Title 6, Chapter 10 and is 4:56 in length.
The woman has strawberry-blonde hair with a trimmed blonde bush and a huge rack. Since she's on the floor for nearly the entire scene, I can't determine her height as readily. She's wearing a black dress with black panties that the guy removes in the first 90 seconds of the scene. She has a tattoo on her lower right leg at the ankle or just above it.
The guy is wearing a black vest, white shirt and black pants.
If it is her, it would have been from a Vivid video during the time she was a contract girl with them in the 1990's.

The scene you describe is not raising any mermories. Can you describe "Julia Ann" in greater detail? Does she have a small heart tattoo above her right breast? Do you see any tattoes on her ankles? If answering yes to either or both of those marks, in addition to noting a model-pretty blonde, with a tall, lean frame with a huge rack, then I am confident that girl in the vid is Julia Ann.
