in fact, i think it's him in disguise or incognito.
i can imagine him appearing on CNN and we hear "Hello America. I want to play a game." then cue epic saw theme as he explains the rules of said game.

Not exactly, the resemblance is only passing at best. Tobin's features are sharper and more aquiline.
But how people are perceived varies from person to person.
