Charlie was last with Jesse after Maddy blew herself up; & having no parents, wouldn't Charlie be in the Cild Services custody when Jesse was arrested?

Maddie got blown up remember? And same with Michael and Fi to anyone who didn't know they survived. They could've just said Charlie was with Maddie and that whole family got wiped out. They would've gotten Charlie from Jesse after the events since he and Sam clearly knew they were still alive.
