I'm not even sure we were able to hear his name, but Rusty is a homeless man who in "The Beard" gets some food from Kramer. He is not supposed to keep the Tupperware, which contained the food, and Kramer tries to get it back - without success!
In "The Bookstore" (an episode that takes place much later), the same homeless person (Rusty) applies for a job at Kramer/Newman (to pull a rickshaw). He tells his name, but then runs off with the rickshaw!
I don't know if this is supposed to mean that Rusty has stolen from Kramer twice, or if we simply should not remember that it's the same person!
