There are no best but there are worthy, so far no one has mentioned Richard Kelly and Hayao Miyazaki.
The ones who were mentioned and I agree with are Jim Jarmush, David Lynch, Coens, PTA, and Woody Allen.

Haha, this thread has 160 posb68ts in it so far. The OP probably wishes he put up a more difficult challenge.

I read this blog post a few months back where someone rated all of Hayao Miyazaki's films (I was trying to find out if there were any Ghibli films I had not seen). Before I even started reading the post I thought "why would someone even want or try to do that?" I disagreed with the ranking wildly and when I got to the comments so did everyone else, but in wildly different ways and most also first asked "why are you even trying to do this? What is the point?"
I guess the question posed by the OP feels about the same as that blog post. At some point there is a level where we are simply blessed by these very creative individuals who go to great lengths and take great risks to share their creations with us. I don't feel the need to rank anyone who has created anything that I touched me deeply and that I enjoyed enough to go back to again.

I love Charlie Kaufman, but he's not the greatest. He doesn't have an extensive resume. He has written like what, 6-7 movies? Hasn't written a movie since Syndecoche, New York in 2008, and that was interesting but kind of weak. He is probably one of the most CREATIVE writers out there, but he lacks in consistency. And I'd like to see him write a straight movie, as in a movie that is not weird and off the wall, but has a compelling story with in-depth character development. Like a Braveheart. Amazing movie. Great writing but it's a simple story, one of love and revenge and war, etc. Charlie Kaufman has yet to write a movie like this. It almost feels like his off the wall stories are a cover-up for his inability to create a compelling but linear story based in reality.

Paul Thomas Anderson.
Though you can't really compare both, Charlie Kaufman has that unique style.

Kaufman, and the thing is after watching those films, you realise that this man is a genius, who's able to reach such levels of storytelling, that no other writer can ever imagine.
