"She is considered a fluent Spanish speaker, though when interviewed in English by Spanish TV, she was not able to answer fluently in Spanish."
OK,what's at issue here? Was she supposed to translate the interviewer's questions from English to Spanish and respond in Spanish? If she couldn't, it doesn't mean that she is not fluent in Spanish. One can speak a language fluently without being an interpreter/translator. That is a separate skill.
Here's my question: If interviewed in Spanish, can she respond in kind?

Yes, she can respond regular questions but she doesnt speak it that fluently. Shes not bad at all and she understands it well and I bet in her mind she knows what she wants to say but it doesnt come out that smoothly. The issue is that shed liked to respond eloquenltly and be insightful about everything but she doesnt have enough grasp of the language to do so. The topics she talks about makes it difficult. Proper Spanish is very hard and were very intolerant with accents.
Still better tan most Latinos raised in the USA like Selena Gomez, etc. Most of them cant speak 2 words in Spanish. Cant blame them, any language is learnt by practice and feedback.
