While Ray Park is indeed awesome, this list makes me think you haven't played the game or haven't got a clue about how the characters look at all.
I really don't get why there's a fan on every martial arts actors board claiming they should play a part of this/that fighting game movie, when they don't resemble the characters at all.

I say just use the guys from street fighter legacy and trust in Joey Ansah to cast the rest

firstly i am fully aware of the character name changes outside of japan. this was due to a fear of tyson suing capcom for the blatent rip off of iron mike. since this change has been standard since sf2 back in the early 90s its easier to stick to those names.
second this is not high brow entertainment, it is an action film. statham is definattly a step up from van damme. and my intension would be to make him more of a brooding (not very verbal) supporting character to ryu and ken.

you do know guile is freaking super all America right? and Statham has a very non american accent, might as well have jcvd come back if statham is your pick

With your "casting" list then they should just put the names back on the appropriate characters so Christan Bale would be Vega and Mike Tyson would be M. Bison. this is why I only watch or play Japanese Street Fighter games or Anime. The name changes were just stupid. not a bad list though
