The producers started off the show by saying "no tights, no flights"
Meaning the show was NOT ABOUT SUPERMAN, but his journey to become Superman.
If you would have payed any attention at all, you never would have expected to see him in the suit.

Wearing an entire suit would have been a very expensive endeavor for just one episode, which is why they used CGI for the long shots and then just hinted at it under his shirt and tie. And, the show was always about Clark, the man behind the suit, which is why it made sense to only tease his new persona.

Sigh..it wasn't his choice. It was up to the producers who stated since before the pilot even aired that he wouldn't be wearing it.
