He hasn't been unpunished or excused. The only he really got "excused" was in S6 for messing with Matt and Tyler.

Even Elena went on a killing spree when she was a vampire. With her humanity off.

Lmao exactly but they get special treatment. Especially Caroline she never gets held accountable for nothing.
