In the days before video tape, most people didn't have much chance to play 8mm films, which is the only way porn could be distributed. So if you wanted to see porn, you had magazines or theaters - that was it. If you were a true pervert you had 8mm films, but really, no one had those - they were far rarer than magazines.
After tape came out, the porn industry boomed and people could have porn video at home really for the first time. The theaters kind of died off except for the odd hold outs like this one apparently. Now they aren't the main distribution channel, people go just so they can get involved with other people, or for the novelty.
Theater owners and managers know what the industry is, what service they're providing. There's really no point in them otherwise. People jerk it there, women do too from time to time. If you want to get turned on, why pay the fee and drive to the place when you can watch porn on your phone in seconds?
Just because you aren't aware this is what happens doesn't mean it changes what happens or why. You have the right to be disgusted by it, fine. I wonder if this is a generational thing? Older guys are used to wanking in the theater. Theaters were the primary channel of porn distribution before VHS. So theater patrons return to the setting to relive that initial thrill.

Yes, they have staff that come in and clean up, exactly for the reason that there's jizz on everything. If you were a little more educated or at least well read this might become apparent to you.
Likewise, the police aren't called. They come normally whenever they are trying to make quotas. They are bad for business, so if the owner has a good relationship with them, they come less often, otherwise they come and make lots of trouble.
