It was not his fault. It was most likely the producers who got it mixed up!
The BBC have said the right act was said into Wogan's earpiece numerous times yet he still said the wrong thing

I know, but what the hell was old Wogan-chops doing announcing the wrong winner? He'd mucked up the entire live show before the results were even announced, the show barely being held together by an astonished Fearne Cotton, who probably wondered what the hell she was doing there.
Wogan is excellent doing the commentary for Eurovision, but on a live show he is now a loose cannon
