Seems perfectly normal and believable. A bunch of rich people said that they would donate big sums of money, but did not. Some came through, but others donated less than they said they would, or they changed their minds, or didnt have the money because its a bad time, or kept forgetting, etc.
When she said that they raised $1,000,000, she was speaking prematurely, basing it on promises, not on actual, hard cash. She was trusting, hopeful, and nave and she got burned it. It happens.
Watch an episode of
Celebrity Apprentice
and youll see it happen. A celebrity calls some friends to ask them to donate money to the fundraising task they are project manager on, and while some of them come through, some of them dont.

Same thing happened with the proceeds of the USA For Africa video "We are the World", made by legions of pop music stars in the '80s. The money was raised but it didn't get to the right people. It wasn't the singers' fault or responsibility. They all showed up and did their jobs.
Why is this Ziyi Zhang's fault? She's an actress.
Get me a bromide! And put some gin in it!
