I was just wondering about her accent myself, so I'm surprised to find that all her info simply says she's American. I thought for sure she had to be European.

It is not just you who think it.
For the entire first season of LOT and most of her time in Arrow she sounded like she was drunk and I don't me I had a couple of drinks at lunch I'm talking full blown slurring words.
Despite being a native English speaker she also seems to be physically incapable of pronouncing the name 'Martin' properly. It is really pretty awful considering two of the cast are brits who sound like they have more natural American accents than her.

She sounds like she's high on pills or drunk.. I was actually coming here to say something about her voice..

I heard from some other poster that she was raised in England.
Completely unconfirmed and just rumour.
And as I say that, I'm realizing I'm adding to it.

I thought she was an Aussie faking an American accent

I'm from San Diego and there are words I say that sound like the way she says it.

To me, it sounds like an unidentifiable regional American accent. I came here to see if anybody else noticed. She just has a weird way of saying some words.

I totally hear it too. Some words almost sound Australian.
