In some article about the Arrow that I read during the middle of the second season, the Wardrobe Supervisor said that they basically had to sew her into the tight Canary outfit, and cut her out of it at the end of the day. So, yes, they really pushed her girls up to the top of her chest. Plus when Caity makes personal appearances at the numerous ComicCons that she goes to to promote Arrow, it's obvious that she "petite" in the chest. Still, she's a Hottie!
