She actually is Asa Butterfield's sister. When Millie came along they already had enough direct family and step-family and didn't want another so she was put up for adoption. But it wasn't a normal adoption, it was done among British connections and that is why Millie is shown to have been born in Spain. It is easier to explain that way.
