… it's not a matter of opinion
It very much is and has been debated ad nauseam. The twenties start tomorrow. The third decade of the 21st century begins next year.
People Can't Even Agree On When The Decade Ends
It reminds me of two directives in Visual Basic:
Option Base 0
'Start numbering array elements at 0
Option Base 1
'Start numbering array elements at 1
