You could watch it, you have the equipment to make that a reality, but you don't watch it. If you did there would be receipts in a ledger which would account for that.
Not your job to provide them, it's HBO's job if they wanted to know why you were watching their stuff and not paying them for the privilege.
If the BBC wants to try and colonise the Internet then Alphabet has the means to make that an option. Just like how they do with georestricted or adult content.

Someone on YouTube moved into a flat, they cut the wire that connects the TV to whatever it needs to connect to to broadcast, showed it to the TV licence fee collector and they still charged him anyway, even tho it was impossible for him to watch ANY programming.
