Just a label, and - like all labels - not altogether helpful. (although I tend to throw around the "garage" label plenty.)
I am not a fan of bands typically considered "prog": king Crimson; Emerson, Lake and Palmer . . .
I like Roxy and Moody Blues - sometimes they are considered prog.

They had relatively long instrumental passages peppered with Eno's "treatments", but they were still too rooted in traditional pop forms thanks to Bryan Ferry. Also, their jams were more inspired by the Velvet Underground, where Prog is typically associated with traditional classical influences.
That's why Pink Floyd's categorization as a prog rock band is hotly debated. But then again, very little else seems appropriate. Blues rock? Not exclusively. Psychedelic or acid rock? Not by the '70s.
I think the great thing about both Roxy Music and Pink Floyd is how each defied easy categorization.

Without your 'link', I wouldn't have discovered this band, and one of the best albums, 'Misophonia', of 2016 I have listened to.

Every time somebody, somewhere calls David Bowie "dangerous," a Motörhead fan, somewhere else, gives an involuntary chuckle and doesn't know why.

Their song structures arent really progressive. Fairly straight forward.

Or maybe we just have a different perspective on prog vs. art rock.
Art rock is like prog minus the cheese. Or maybe it's with the cheese? I'm not entirely certain.
