Actually it was intended to be serious by the people who made the film. But the actors themselves and others on the set knew how silly they were playing it, so there's probably a lot of satire in there that only certain people would get at the time.

I would put prescription drugs on the top of your "should be outlawed" list. Most of these drugs are not being approved by the FDA and are very addictive, very easy to get, and very dangerous. More dangerous than cigarettes and plastic bags

yeah the film was funded by anti-drug advocates.

It is entirely possible that this movie was a very subtle satire on the whole anti-marijuana movement.
By embracing their viewpoint, and heightening it to such an extreme, it allowed the filmmakers to "illustrate absurdity by being absurd" A comic device used by George Carlin and Stephen Colbert, to name a few.
Brilliant maneuver by the folks back then.
