In the Graham Greene story upon which this movie is based, Raven's deformity was that he was a "harelip." Naturally, as this movie was Alan Ladd's big star-making vehicle, they had to come up with some physical disfigurement whereby he could still retain his good-looks. Thus, the deformed wrist.

His wrist was made that way for the movie.
Alan Ladd was 5'6". Certainly on the short side. It wasn't too much out of the ordinary for his age when the average height was more in the 5'8-5'9" range. It's not as though he could help his genes anyway.
