Aside from the fact that he personally 'destroys' the two combatants, I place this completely unpleasant jerk ahead of even Frank Ferguson as Mr McDougall, from A&C MEET FRANKENSTEIN, or Skelton Knaggs in HOUSE OF FRANKENSTEIN.
Apart from looking jolly during that grotesque village carol (no wonder Talbot freaks at the end of it) in the verse dedicated to him as "the man we (villagers) love the most" (and why not, he's probably subsidising all the 'New Wine'), this guy Vazec is a sniping, arrogant butt-munch for every scene he appears. I wanted to punch him out thru the whole movie.
Actual monsters and villains are not allowed to be nominated so leave Dracula and Gustav Niemann out. This is for 'civilians'. Any takers?

Since his fate was not addressed in the film, I always told myself that he knew he would be charged and probably strung up for endangering the village, so he just allowed himself to be blown up with the dam and carried away with the flood. That man was so unpleasant anyway, might as well just end it there and be remembered as somewhat of a hero.

Yeah!!!! Although, there might be a time-skip there. given that Talbot shows up looking smooth and groomed in a nice suit (somehow), and no-one connects him with the scruffy 'gypsy' that showed up the night of the killing. It's possible Vazec has had a few weeks to 'recover' and get ready for the Festival, while Talbot got HIS act together enough to pass as 'Mr Taylor', no relation to that other guy, nahhhh..
It couldn't be much longer though, 'cos Maleva couldn't have been left to rot in jail for too long. Then there's the constant business in werewolf movies trying to reconcile how many full moon nights in a month.
Plus, while I know the shooting script identifies her as his daughter, the finished film doesn't. Maybe she was just his hired help and her death, not that big a deal to him. Probably had her fingers in the till anyway; yeah, that's right, so good riddance to the kid .

And on top of everything everyone else has has mentioned, was anyone just a LITTLE peeved at the way he was laughing and carrying on at the festival, having a ball just days after his beautiful daughter was bitten to death by the Wolfman?

I'd like to be there for Vazec's trial. It's likely somebody somewhere died in that deluge that he caused, so on top of "endangering the entire community" he'd probably be charged with murder. And after spelling out his plans to the mayor and the others, it would definitely be premeditated. I wouldn't be surprised if old Vazec ended up getting his neck stretched.

Yes, Vazec was a MAJOR trouble maker in that film. It also shows Rex Evans' ability as an actor. To make that character someone you wished would have been carried off by the flood waters also. Evans was a contract player with Universal in the mid 1940's. Two years later he would be pitted against Basil Rathbone and Nigel Bruce in " Sherlock Holmes; Pursuit To Algiers ". In that film, very unlike Vazec, he was a laid-back, calculating, thinking villian. He would later move to television in the 50's doing comedy very well on " The Red Skelton Show " and others. I have a Red Skelton Show with Rex Evans playing ..of couse..the butler. Just like everyone else, he couldn't keep a straight face in his scenes with Skelton. Yes, the character " Vazec " ranks waaay up there.

Vazec takes top spot then.
