Why did Blackie have to be assigned to the mission to drop the bombs on NYC? Couldn't another pilot have carried this out? At the very least, could he have been given the heads up to have his wife and sons get safely out of the way in time? Was it a test of loyalty from the President, who was sacrificing his own wife? Or was it just to emphasize to cruelty of the events?
I'm not crying, you fool, I'm laughing!

Exactly. He couldn't afford to have the mission to bomb NYC assigned randomly to an officer who might disobey the order.

Gen. Black and the President were old friends. The President needed someone he could trust to carry out the mission, and he was confident that Black would do it. And Gen. Black had been a participant in the high-level discussions about the situation, so there was no need to spend time explaining it to him.
