Ramon Rojo is obviously a good shot. After five good hits on the heart failing to kill Joe why wouldn't he just think 'Screw it!' and blow his head off. Must have become obvious he was wearing a plate, and if not, if Ramon really believed he was some kind of supernatural being absorbing the bullets, surely you'd still try and kill him with a head shot?
