I was amazed that Verna Bloom was just walking through the actual rioting and police action cops beating up protesters 20 or 30 feet away from her and the cameraman (who was probably Haskell Wexler).

I wonder if Verna Bloom's yellow dress gave Spielberg the idea for the girl in the red coat in Schindler's List.

Verna Bloom said that the yellow dress was a "happy accident." She chose it as something she felt her character would wear, not with any thought of it making her easy to spot (or identifying her as an actress). The first few times they went to places where protests were supposed to happen, there actually wasn't much going on. They inadvertently hit the motherlode when the riots broke out.
There was no communication between the film crew and the authorities. They just showed up and filmed and were in real danger (and Haskell Wexler and his cameraman really did get tear gassed).
There's a great documentary,
Look Out Haskell It's Real
, where Wexler, the actors and crew talk about the making of the film. You can see it here:

Daley HATED that show and anyone connected with it. That was one of the biggest reasons why he went out of his way to make it difficult for Hollywood and network TV to do anything in Chicago.
If Daley got a laugh out of the Capone Vault thing, he was laughing from Hell, because he'd been dead for almost a decade when it aired.

And in a few years she would be Dean Wermer's wife in "Animal House".
After reading your post I'm guessing that Daley was not a fan of "The Untouchables" tv program!!
Wonder how he might have felt about Geraldo Rivera's disastrous Capone Vault program? Perhaps he got a laugh out of that. I know I did!
BTW Nice to hear from someone who can give a first hand account of 1968 DNC!

I don't think the cops, the city officials, or Daley knew about the film crew at all. I grew up under Daley the Elder and also lived under Daley the Younger, and even voted for him once, in the late Eighties.
Daley the Elder, despite being a lifelong Democrat, was an extreme social conservative and had NO liking for Hollywood or film crews or anyone connected with movies, TV, or documentaries. He resisted all efforts to use Chicago for location filming, and made it as difficult as possible for studios to get the proper city permits and police co-operation.
Dale, rightly or wrongly, felt that Hollywood had always made Chicago look even worse than it wasas a tough, mean, violent, dangerous place. Which it was. But he objected to the "bang-bang-shoot-shoot-Al-Capone-rat-a-tat-tat-gangster-thug-Tommy-gun" clichs, the ones that persisted for decades after Prohibition ended.
So Chicago didn't become a location for filming until AFTER Daley died. Then they FINALLY opened a film office. And began shooting all kinds of movies there in the late Seventies and afterward..
Bottom line: They shot the Grant Park riot footage on the sly. I was there. And I remember seeing the yellow dress in the crowdshe really stood out among all the younger, scruffier hippies and students. And she was a fox, too. Reminded me of a former girlfriend named Sherry, from the Far South Side.

Having just watched the movie and being 18 at the time of Chicago and Miami riots my feeling of the yellow dress is that it was used to let cops know that Verna Bloom was an actor, not a protester. Had she dressed in anything but that yellow dress, she probably would have had unpleasant experiences during filming.
I feel certain that there were many meetings between Chicago Mayor's office and the film crews on how to behave, what to wear, etc. Someone came up with the Yellow Dress idea for VB and it worked.
The cops had been briefed thoroughly on the film crew's plans. Any discrepancies would have been dealt with harshly by Daley's people and movie may not have been completed!
IMHO
