Nanny's costume brought back a memory from childhood.
I was too young to remember it well, but I seem to recall that double-breasted cape and cap look as a sort of fashion trend from Britain in the early 70s. It is parodied/alluded to in like the Austin Powers movies, and I think it might be some fashion spillover/leftover from the British invasion in music. I am remembering plaid skirts, white ruffled blouse, usually a waistcoat, the cape, and some type of hat (if not the deerstalker then a rounded riding helmet type hat with a visor on the front). Hmmm and I might be wrong but even a riding crop type stick to hold as an accessory.
This ensemble was all very "English" looking, and it was seen in trendy cities and such. I even remember, hehe, stewardessess (now flight attendants) wearing the cape.
