I understand that Hawkeye and Trapper are acting immature, like jerks, but why did the staff want to bring charges against them?
They were there to perform surgery, and might as well play some golf, but the staff evidently would rather have the patient die than let some doctors blow off some steam.

They didn't go through the chain of command. And treating a Korean-American baby was considered a no-no.
They also showed the doctors treating a North Korean soldier back
at the 4077. The doctors considered a patient a patient.
