What was the deal with having Heathcliff in that same green vest & coat for the whole movie after he comes back to Wuthering Heights? Was the budget so low they couldn't afford maybe one more outfit for him to wear!

Yeah, they didn't really have shopping malls and clothing stores for big and tall men back in the eighteenth century.
The rich had tailors, of course, but I'm guessing that Heathcliff wasn't necessarily rich. He had just earned huge sums of fast money through 'mysterious' and possibly illegal means. He came back to find Catherine. And he looked damn fine enough without needing to impress her with a fashion show.
