Simon mentions his desire to one day stand amongst the gods of Olympus. He shows reverence and anger towards them. He also hints at his immortality at a party. As a result, I'm wondering if he is a demigod or just an ancient man who slighted Zeus long ago and then was punished to live and die for an eternity.

I always took it to be that he was a man whose ultimate goal was to become a god.
He has been reincarnating for centuries, always learning the magic arts and always getting a little bit closer, but is ultimately thwarted each time, because, as he says earlier in the film, the gods are jealous and guard their realm / power, not wanting to share it with anybody else.
