I suspect that Romero has very reasonably used an icon established even before Lucas used it. The interchangeable white suited golems of a far off government were a staple of 50s sci-fi.

It's one of those under-rated films. Now Star Wars, everyone knows or has seen that film. George Lucas' primary inspiration for the original STAR WARS trilogy (aka Episodes IV-VI) was THE HERO OF A THOUSAND FACES by Joseph Campbell. This was a non-fiction work which discussed all the different elements certain myths and legends have in common. And, Lucas, himself, acknowledged that. In fact, he and Joseph Campbell consulted quite closely during the pre-production of Episode IV (aka A NEW HOPE)!
So, I don't think that qualifieseven in the broadest senseas plagiarism.
