Clearly showing how the military had jumped to adopt a new technology before it's time, to their own detriment. They could have done just as fine using age-old code books to verify each person's identity, and it would only take seconds. Instead, they go to this high-tech alternative that takes many minutes (or more) to set up each connection, resulting in (eventually) catastrophic communication failures. The kind of system that seemed good on paper, but is horrible in practice.
In a way, it could be seen as an allegory for the military's screw-up with the virus they've created and are totally incompetent at containing and dealing with. Another case of military technology getting ahead of itself.

I'm not sure. I think it's mainly to point out the ridiculous, over-the-top security measures that can backfire in high tense situations. Voice-recognition software was in its infancy when this movie was made.
I could easily see a film-maker using those new advanced x-ray machines (the ones where you can see people naked at airports) in a similar type scenario today.
