Who was the actor that played the doctor who broke the "Trixie" vials and fell down the stairs. He had a beard and moustache.
I found his acting was mesmerizing.

I know it's not Shivers. Can't say I recall ever seeing a scene like that in any film.

Now that rings a bell. There's a similar scene in Radley Metzger's The Private Afternoons of Pamela Mann (directed under the pseudonym Henry Paris). A secretary sits chewing gum at her desk. A guy enters and undoes his fly. The secretary rolls her eyes, takes out her gum and, well, you can guess the rest. I don't think this is the scene you mention, as I recall the scene you mention, too. (It wasn't in the 1980s horror movie The Beach, was it?) But I suspect the scene to which you refer was a (rather disconcerting) nod to the scene in the Metzger movie.
I think there's a similar scene in Cronenberg's Shivers (1976), too. Could it be that?

I need to know the name of a movie with a storyline similar to The Crazies, probably made-for-tv, probably made in the 80s, of which I have only the recollection of a disturbing scene, situated in a small room, in which the sheriff of the town stands in front of a bench, where a small girl sits chewing some bubblegum, puts his left hand on her right shoulder, and with his free hand undoes the fly of his trousers, while she takes the gum from her mouth and sticks it under the seat
