After a long search, I've finally tracked down the North American company who will be releasing this movie on VHS (original 84 minute version, with english subtitles). Here's the e-mail I received recently:

In reply to your e-mail of 14th inst. I would like to inform you that unfortunately there is no plan in the near future to produce the English version of this film.
The previous English version (but it was the shorten one, of 55 minutes only!!) does not exist any longer. This version was produced 30 years ago!
The film will be available on VHS cassettes NTSC with English subtitles very soon, maybe the VHS cassettes are already ready. Kindly note that the original full version is much more beautiful than the shorten one distributed in the past in the U.S.
