  1. Why wasn't Chester arrested again for killing the tennis teacher now that he is cured?
  2. Benson did not tell that he was gonna leave and in 3.1 he was gone but came back?

Yes, I do recall that there were "special" episodes at the start of each season that explained things and\or setup things up for the season.
And as I recall at the end of the 4th season, they had write-in\call-in vote asking the viewers if the show should be renewed.

They had 90-minute specials in between each season that, for some reason, aren't included on DVD sets. It was during the special between seasons 2 and 3 that it was revealed Benson was leaving.

Firstly remember that Soap was a soap-opera paraody so the stories were meant to exaggerate soap-opera silliness and didn't always reflect real-life.
But with regard to Chester not being arrested the charges were obviously dropped due to him having a mental condition. Can't remember about Benson.
