It was dark, did he go back to the blanket area and notice two blankets missing? What made him go check on Billy and see the blanket.

It wasnt a prison guard- it was Rifki. Rifki sells the blankets. When billy asks him for a blanket, Rifki says its too late to sell now. So when billy swiped them, naturally rifki was pissed.
