Just remember this is just my opinion.
When Chance was a young boy, his parents where killed. So he wandered the streets, until he was adopted by a wealthy man in Washington DC, before the orphanage got a hold of him. Knowing he was very slow and simple, Chance never attended school, because the wealthy man wanted to keep him safe, and didn't think he would be able function, so Chance was kept in the house, became the Gardener, always listened to the radio until television was invented.
