What happens in the climactic chase scene that is used in the Take On Me video by a-Ha? Just a brief explaination would be nice, since im never going to see this movie.

My theory is that Eddie was becoming psychotic. If you notice, all through the film, Eddie starts isolating himself from society. He becomes less emotional.
So that scene is a representation of his metamorphosis into a psychotic personality or mind. While he was in that state, she was hurt from being near him.

Your description is probably close enough that maybe you've seen it.
Cracks me up that people think this movie ripped off clips or special effects from
A-Ha's "Take On Me" video. This movie came out in 1980. A-Ha wouldn't release their video for another five years or so. In fact, MTV hadn't even began airing yet when this came out, much less the year before when it was made.
Saw it again today, and it still holds up as a very interesting, surreal and well-done movie.

Isn't that the video where a guy drops acid, sleeps in a water tank, and then turns into a cartoon ?

So I have no idea what you are talking about.
