I must have missed the bit where Philo did something to the cop who pulls him over in the final scene, and my brain won't let me rest until I know what it was. Any ideas?

He was one of the cops at the beginning and he wanted to book Clint when their boy lost and the chief won't let him.
I guess he got dumped out in the desert when he wouldn't let it go.
