I think Lucas just thought audiences were going to love Jar Jar, and that his comedy would carry the film. Boy, was he wrong.

I honestly believe the Darth Jar Jar theory lol.
If you did not know = many believe that JarJar was intended to be a secret sith the whole time, but plans were changed after episode 1 due to the fan hate around JarJar.
