Some time ago, Popular Mechanics did a really great story on all federal facilities civilians can't get near in America. They pinpointed a number of locations that are off limits and the military won't comment on. Where is the civilian oversight for these facilities? Are presidents and most members of Congress briefed? We don't even know that.

HAARP: The High Frequency Active Auroral Research Program
That was the description the program was hidden under, only with the understanding that the Navy was willing to share with the public when responding to public and press inquiry. For the most part, the Navy has offered next to nothing in providing information on this technology. The underwater aspect of this research was never discussed with the public. Leaks from former staff did shed some light to justify public concern.
No Acoustical instruments, no sound. No oceanic instruments.

HAARP itself has not been operating since May of 2013, and permanently closed since August 2015.
