I just looked it up. Bolton didn't hear it but he didn't say it didn't happen and he was accepting it was possible it happened. Kelly had said Trump has disparaged veterans like McCain, and he had referred to veterans as feeling like suckers because of how the country had treated them, so you need to include context, but that fake story from the Atlantic about his saying he wouldn't visit the graves of fallen soldiers because they were suckers and losers is nonsense. The article read:
