They cannot register for a firearm the normal legal way because gun laws are so strict.
Each state has their own gun laws in place.

Let's see: the majority of law-abiding firearm owners, you know, abide the law and do not commit crimes. The "majority" of criminals who get firearms, legal or illegal, break aforementioned law. You're making this much more complicated than it is. We do not break the law of the land because of the few. However, that seems to be the direction this country is headed.
