I believe it was parodying the way some lazy screen writers make a chracter a racist to show that they are "bad". This eliminates the effort of writing a character whose manner, attitude, personality, and acts prove that they are "no good".

I believe it's a negative term for an italian person. Or at least that's what I picked up from watching that one episode of Boy Meets World where Cory calls Sean's mother a wop (as an example of racism, not because Cory is racist)
