How was Starscream's voice done?
I watched Star Trek in the 90's and I did not recognize Starscream in Chris Latta (A.K.A. Christopher Collins).
I just watched a stand up comedy video from 1991 on YT where he does a number of voice impressions and Starscream's voice does appear at the 3-1/2 mark.
Did Latta require any filters like the other characters?

I don't know
But Chris Latta did the same voice for Cobra Commander on G.I. Joe ARAH.
He also guest starred on two episodes of Star Trek TNG. One as a Klingon. The other as a Pakled. If I recall, his voice was not much different for his live roles than the cartoon roles.
Perhaps it wasn't "Inspired" by anything. Perhaps it was just "Chris".
I have fond memories of all those characters, especially Starscream. It's a shame he's gone.
