When Axel goes into the customs area and questions the supervisor he says "and with the exception of Cleveland this places has the worst security in the nation". It has always bugged my why he said that, does anyone know why that city was chosen?

I have to agree with all the other comments about Cleveland being the butt of jokes. It was/is also called "The mistake on the lake!"
Here's a funny though. This guy named Mark Grubin noticed low flying planes over his studio so he painted on his roof "Welcome to Cleveland!" for passengers to see. The only thing is, the planes are coming in for a landing at Mitchell International Airport in Milwaukee.

Cleveland is a classic punch line city. It's the butt of many jokes and rightly so.

To the OP
Cleveland was the butt of jokes in the 70s and 80s, It had a negative rep back then, mainly due to political ineptness. The topper was e fact that their river was so polluted, it actually caught on fire. Many TV shows and movies made similar jokes.
