todd knows foley and knows his personality and what he would most likely do.
He knows that foley is stubborn and disobedient.
After todd refused foley the case, foley suddenly says he wants to take a vacation.
the look on todd's face, he suspected foley was up to something.
then whe bogumil called his office, it confirmed his suspicions and he figured everything out from there.

Already that very same night Michael Tandino got killed, Todd knew he was a "hoodlum friend", so he was probably only hours away from finding out Tandinos last known adress, which should have been LA.
After that, upon hearing Axel got in trouble in Beverly Hills, he just did the math.

My only other thought is once the BH cops figured out Axel was also a cop, Bogimil called Todd and let him know Axel got in trouble. From then on they were all watching him.

yeah but in Beverly Hills?Only Axel up to that point knew about Beverly Hills and the warehouse so unless the Detroit investigation turned up something there's no way Todd could've known and if the Detroit end did turn up something then it was logical for Detroit and Beverly Hills to join together and investigate the murder..

I think he may have thought that since Axel was concerned with who was going to investigate the murder, then Axel asking for vacation, he put two and two together and figured Axel was going to take matters into his own hands. Like he said, he didn't just walk into this town from the cotton fields!
