If you doubt that, just check out the
OBVIOUS
tan lines
on nearly all the topless women. If that doesn't hit you in the face, look in the background and off to the sides where all the women are wearing tops, even if the bikinis are nearly made of dental floss, (less coverage than a thong). Topless women do frequently appear in the Fat Tuesday Samba parade however.
My wife and I hosted high school age foreign exchange students, and one was from Rio. When he saw that movie, he immediately asked
when
it was made.
Why? His parents lived in Rio, in one of the multi-story buildings on that beach.
As an older teenager, who frequently went to that beach, he had NEVER seen anything like that! He immediately recognized the two guitar players walking through the middle of the first beach scenes. (Those two were famous in Brazil!)
I'll repeat this for emphasis:

I should also mention that female 'toplessness' in Europe is generally only common in the southern countries, along the Mediterranean coast. (According to the students from various European countries.)
Do a little 'google search' for the New York City (USA) article(s) about a mother and her comparably aged daughter who were both in body paint, and the mother got in trouble! New York allows women to be topless in public areas where topless men are allowed, and they were street performers. (BTW, there are quite a few places where that law does NOT apply in New York City, and mother was OK, but not so much for her daughter.) Sooooo, maybe the same sort of thing applied while that movie was filming in Rio.
One might imagine the film company would pay fines for the women, if necessary, but did not want to deal with a potential big complication involving the child.

So the entire topless beach scene is artificial and the only people with their tops off are the ones the director told to take off their tops. If this had been shot someplace in Europe where toplessness is common, many of the extras, including the kids, would have been topless as a matter of course because that is what they normally wear to the beach.

You the one who is sick. On the topless beach toplessness is supposed to be looked at as at a natural thing. As naked legs or a naked belly, not as a sexual attraction. Only perverts go there to look at breasts.

Your sick in the head, nobody wants to have a lil girl topless even at a topless beach. Only chicks with boobz.
