I suspect Putin’s saying that because it will inflame internal tensions in the US during the election year. It’s a calculated insult because it makes a sort of standard bearer of the Republican right look foolish to the Dems. Meanwhile he is not granting anyone on the left an interview and it makes Tucker look relatively “brave” to his fans. Hence: conflict.

I haven't seen it yet, but Putin seemed to think so. He said he was prepared for Carlson to be aggressive and challenging, and that he welcomed it and was disappointed.
Problem with this is there's no way the Kremlin didn't receive and approve every one of these questions in advance. He knew what the interview would be. You can only press Putin so hard in his own country without risking an invitation to the 17th floor for flying lessons so whatever people who say he was soft were expecting was unreasonable.
